The Eco-Vallée operation is based on a collective engagement, with a shared governance structure and a collaborative decision making process, preferably in project mode.

 

All parties represented within the Administrative Council

The Administrative Council of the EPA Plaine du Var is organised in three colleges, one regrouping the State representatives, one for the territorial collectivities, and one for partner institutions (CCI , University) and experts. All the Eco-Vallée stakeholders are represented, guaranteeing a collegiate and democratic governance.

 

All projects managed in a concerted manner

A concerted approach has been established by the EPA, with a collaborative project mode adopted for each operation. This is essential since projects can include a range of actors. Two examples:

- The food platform of La Baronne brings together the State and the EPA, the municipalities of La Gaude and Saint-Laurent du Var, the Nice Côte d’Azur metropolis, the General Council and the Chamber of Agriculture. At the initiative of the EPA, a committee was put in place regrouping all these actors and placed under the authority of the Prefecture’s Secretary General.

- The new Grand Arénas business center also involves several stake holders: The State, the city of Nice, the Nice Côte d’Azur Metropolis, the General Council, the Chamber of Commerce & Industry, the French national rail (SNCF and RFF), as well as private investors.

The management of private and public projects, which are not overseen by the EPA, has also been organized in such a way as to ensure an overall coherence. The principles of sustainable development and eco-exemplarity must be properly integrated, with tools put in place for private investors such as the Reference guide for environmental quality for construction work and the guide of biodiversity for the eco-exemplary guidelines.

 

Systematic public concertation

The general public is also associated to the Eco-Vallée operation in its different phases, through a continuous concertation  process.
